Windows 10 stuttering

So, I have stutters of something like 0.5 seconds randomly right from the startup. Restarting solves the problem sometimes. I used the software screenbloom (sync lights with monitor color to make some kind of ambilight) which seems to make it worst.

 

any idea on what to check? I really don't know where to start because of the restarting solving it sometimes.

 

temps are ok, kaspersky didn't find any malware
