I think this is a case of uninformed. You cant OC a Xeon chip* (some outliers like socket 1336 white chipset X58 can OC a Xeon X5xxx series cpus)

 

If you want a cheap and fast xeon. look on ebay for Xeon E5 ES chips. A 14 core 28 treads 2GHz gose for 300/400 us
