Need help with running GPU, R9 200

When I install my R9 200, my screen goes black after the Windows startup happens. When I run my computer without the R9 200, it works just fine. I want to run MSI Afterburner to adjust voltage to see if that works, but I can't because the GPU is not registered for some reason when I try to run the program, even in Safe Mode. I've tried reinstalling drivers multiple times, to no avail. Solutions, please?

In safe mode only the basic windows drivers are loaded, and installing them in safe mode has no effect. Have you already overclocked the card?
