CPU usage lowl; frequency high. i7

Hi!

I recently noticed that my pc's fans are loud. I thought it was normal since it's already summer and the temperature in Eastern Europe is already 30'C in the morning (86'F).

so I took a look at the task manager and it said that my cpu's usage was 20%: Using like 30-40 tabs of chrome( playing youtube videos) , Spotify and qBittorrent opened as well.

So I downloaded HWmonitor and CPU-Z and as you can see on the picture it's 50'C. But it's at 3.8 Ghz. Considering that I have a i7-4770S isn't that too high ?

Is this normal ? Or did I not notice something? Have I done anything wrong?

intel advertises up to 3.9 on that chip so freq is fine

Yea it looks normal. It 4770S

Yeah . But shouldn't it be like underclocked as long as it's not used that much ?

itll downclock if it feels as if it needs to, if yiu drew it as a curve it would ramp up clock speeds to make utlisation lower
