Fallout 4 FPS drops

I have a 144hz monitor with gsync, works perfectly with every game but for some reason Fallout 4 can't keep a consistent frame rate. It goes from 144 all the way down to 45, each time i move the mouse the FPS change. Is there a way to solve this problem? I don't mind capping the fps to 60, but there's no V-sync option anywhere in the settings menu, what should i do?

Gtx 1080 and i5 6600k. I maxed out the game at 1440p, don't know the average FPS i should have, but that's not what i'm trying to figure out, i just want a consistent FPS. My minimum FPS was 45, maximum 144. Even if i turn down some settings, the only thing that would change is the minimum FPS.

Jesus, looks like it's not a problem, the engine just sucks. I though this was an isolated issue, but that's just how awful Fallout 4 optimization is. 

Anyway, how can i cap my fps to 60? At least that way i won't notice the drops from 90 to 40.

Setfps 144 in the console. Or like set_fps idk the exact one

Fps max 60 in console, or like max fps, fps_max 60 

 

Im not sure on the order or if a . Or _ is needed
