will it be better to buy a cheap case and motherboard and  buy a op graphics card?

AMD. Better performance, but wait for aftermarket 290. Also, get a Seagate SSHD, instead of an HDD.

The 2nd one is not an overall better build other than the case...

Both builds aren't really value oriented.

 

Where are you shopping/located? Budget?
