Download MSI Afterburner and Rivatuner (they come together).

Go to MSI AB's settings, OSD, and check the boxes for:

CPU cores (the individuals and the package)

CPU temp

RAM usage

Pagefile usage

GPU temp, VRAM, clocks, and usage

Post a recording with Shadowplay that is 5-minutes long.

It could be and definitely try just plugging it into the wall temporarily. Considering the beast hardware its clearly not a bottleneck of any one component, either you somehow are thermal throttling in a mid tower case or theres a driver/some software issue

install chipset drivers on Windows. Yesterday a client phoned me for an APU giving trash performance (more than it should i mean :P ) and it was pinned down to CPU cooler plugged in Sys_fan connector and Chipset drivers not installed on windows 10.

Try that, and also... plug your pc to the wall for testing purposes. Surge protection are mostly crap.
