Things to try:

1-Is the CPU installed correctly?

2- Are all the connectors in properly?

3- Reset the CMOS, take the mono battery out for 5-10mins

4-Is the GPU installed correctly?

5- Take the GPU out and tr booting with integrated graphics?

6- Is the power supply working?

7- Is there any other metal touching the board?

8- All all the connects the right ones?And are they the right way around?

Hope those help!

1) I believe so.

2) yes

3) done it

4) yes

5)  with integrated graphics the fans spin up but still nothing on the monitors.

6) I have done the paper clip test so I do believe that the psu is working.

7) no

8) I believe so.

Hmm. Are the fans spinning are max? If so that would indicate a CPU or bios issue. Have you got a post code read out?Or a speaker that can connect to the mobo? Just out of curiosity what CPU,mobo and GPU do you have?

Have you tried turning it off and on again?

So for the speakers how do I use them for a post code? 

 

CPU: Intel i5 4590

MOBO: ASUS Z97-K

GPU: EVGA Geforce 1060

The mobo speaker would beep if there where issues. I can't remember the codes off the top of my head but let's say one beep is for ram, two would be for cpu etc. It has to be connected to the header on the mobo.

Have you tried turning it off and on again?
