Does hot weather affect pc performance?

A short and easy answer is yes, regardless of all but the most extreme cooling methods. You should download something to monitor your CPU temp or if you feel comfortable, check the temperatures in your BIOS. Let us know what the temp is because there can be other causes than summertime for it to run hot.

Depends on how many degrees your room temp will changed compared to "normal". As reference my normal room temp is 23C. On hot days it will go up 10C. In theory max temps should go up as much, but in practice coolers will just work bit harder and on higher speeds. So unless you are running close to max safe temp, you don't notice much difference in general performance.
