Need help with swapping my motherboards. (Swapping from a A68HM-E33 V2 to a B250-DS3H) This stuff is all new to me. I am not sure about any of the software parts of doing it. Not sure whether I am supposed to format my hard drive before or after. If I will be able to re install Windows 10. Any of that. Any help is much appreciated.

You've got a new processor too right?

Doesn't matter if you format your drive before or after. You don't HAVE to re install windows, but its recommended as it can prevent any issues from swapping the hardware.

Yes, that is the whole reason why I am changing my motherboard. I'm changing from an AMD Athlon x4 880k to and i5 7500

you can use your current install, i went from a phenom II 965 to a ryzen 5 1600 and just dropped in my old hdd with windows install to test it out and windows just auto adjust to the new hardware. Never hurts to reinstall tho, fast OS is nice for as logn as it lasts.
