Why is his GPU only at 50%?

He's running VR with a 6700k but his 1070 is only at 50% utilization? Someone want to explain?

Bad optimization as in his CPU is the bottleneck because of bad code? Or do you mean it just can't fully utilize the GPU regardless of CPU?

The latter is more common, could be both. This being a simulator title, it's not very likely the devs considered GPU optimization while building the game. CPU and memory usually matter much more.
