Windows Power options on high performance?

Today I noticed I was getting some odd frame drops in GTA V, so I went to CPU-Z to check my core speeds (because that was a problem I had a while ago) and I noticed my core speeds constantly go between 1406.44 MHz, back to 3717.02 MHz. I'm not sure if this is normal or if this IS the problem or whatever.

 

SPECS: AMD-FX 8320 Eight-Core 3.5 GHz (OC to 4.0)
GTX 1060 6 GB VRAM

14 GB of RAM

600 W Power Supply
