1st one 

 Intel Xeon W3520

8GB DDR3 1333mhz

Hard Drive: 250GB 7200rpm

gtx 1050 2gb

 

2nd one

intel core i7-2600

8GB DDR3

Hard Drive 1TB

Gtx 1050 2gb

 

which one can give me medium.high 1080p 60 fps in games like bf1.Hitman2016,rainbow six siege,gta v.

 

in the future i can  add a 1060 or 1050 ti but with one is better to add it to ?

-Frequencies DON'T represent everything and in many cases that is true (referring to Individual CPU Clocks).
