for laptops there's not much you can do except make sure they aren't full of dust, for pcs you can learn to upgrade things, it's not terribly complicated, mostly just being careful not to smash things and avoid static discharge. After that there's overclocking if possible, which starts simple and can lead to very complicated settings and wasting your life learning to tweak things to squeeze out every bit of performance....best to just not got there lol

Add an SSD and add more RAM.

i have win 10 (64-bit), a I3-2350M, a cpu clocked at 2.30ghz(intell i assume), 4gb of ram, i use this pc as a general use pc with maybe light gaming an decent video streaming since im on twitch alot

Laptops have an extremely limited upgrade path. The most you can do is upgrade to an SSD, add more memory, or upgrade the CPU. That being said, this also depends on your specific laptop as many modern laptops (especially Ultrabooks) aren't upgradable in any way shape or form as these components are soldered to the board.

 

On a side note, upgrading your CPU isn't going to bring a dramatic change. You will only notice a difference at full load, not in every day computing.

Get more memory first, DDR3 is relative cheap these days. You can even go second hand since RAM rarely goes bad.

then yeah, other than ssd, maybe ram if they had actual ram slots (instead of being jerks and soldering to the board) then cleaning the fans is all you can do
