Desperately need help fixing my laptop CPU problem.

Okay so, i'm not sure if anyone here is able to help me but i have this laptop called lenovo y700-15acz 15" AMD special edition, it has an AMD FX-8800P Radeon R7 CPU in it, it also has an R9 m385x 4GB discreet GPU inside. The problem i am having is that for any game i play i constantly get lag and frame drops when i shouldn't. when i compare my performance in games to other people with a worse GPU than i have they still get way way better performance in games than i do. i check my CPU in task manager and it shows that as soon as i launch a game it goes up to 100% instantly and stays there until i turn off the game, and i checked my GPU usage and it constantly goes from 100% to 0% about 5 times every 10 seconds. i'm not very good with computers, so iv'e come to the trusty linus forums for help from fellow linus tech tips fans, any tips would be greatly appreciated, because i have been struggling to fix this for 2 months, thank you.

Have you monitored the temps? There's a certain point where if the cpu gets too hot it will start to throttle.

Resident evil 5, 6 and 7, Black ops 3, Player unknown battlegrounds, league of legends, Paladins, payday 2, every game i play has the same problems, some are just a little worse than others, they all drop frames quite often.

Resident evil 5 i can play on high and get 60+ fps

Black ops 3 i can play on low and get 40-60 fps

Unkown battlegrounds i play on very low with 720p and get 15-50 fps, but the game is still alpha and not optimised,

League of legends i play with everything on ultra and get 120+ fps

Paladins i play on the highest settings and get 60+ fps

and payday 2 i play on the highest settings and get 30+ fps.

My problem is that every minute or so my fps goes from what i mentioned above to anywhere in between 1 and 10 fps, it happens for about 3-5 seconds, and it happens in every game.

And just to clarify, even if i put all of the settings in all the games to the lowest possible, i still experience the same issues with frames dropping between 1 and 10.

those are minimums, not much you can do about them, that meanes tour CPU can't keep up.

to give you an example of what my laptop is capable of you can skim through this playlist if youd like, the laptop he is using is the exact same as mine.

iv'e done that multiple times., iv'e tried manually selecting my drivers and also using AMD's auto detect thing, neither made a difference.
