Can a xeon e5 2620 v3 bottleneck a gtx 1070, even if base clock increase?

I don't think it'll bottleneck. What are you doing planning to do with the PC?

Whether the cpu will bottleneck the gpu almost always depends on the application. For single-threaded games, that is likely to bottleneck.

I won a x99 motherboard and i dont have any budget for a expensive cpu, so i was wondering if buying a e5 2620v3 on ebay and run it with a gtx 1070 was a good ideia

Not sure what you mean. The bus is fine/ shouldn't have any major architectural bottlenecks. Just the single threaded performance is pretty bad.

It can achieve like 3.3 Ghz or something, which is bad, but not that bad
