PC won't get past windows loading screen

So I tried inatalling latest amd drivers and once they were finished installing, my computer froze and after giving it about 5 minutes to let it in-freeze I decided to restart the computer and since then my computer will not get past the black screen with the spinning white circles. I have tried going into safe mode and going to a restore point and it does the same thing.

 

Please help :)

My god thank you, spent easily 7 hours trying to fix this
