I think not. Just look at how much taller the palit card's heatsink is than the bracket. The msi 1060 ocv1 is, on the contrary, nearly no taller than the bracket.

Also, you won't be able to get enough cooling for the card since it doesn't have a fan on its own. You will need a case fan specifically for it. In that case, why not opt for half length cards with a single fan? Many manufacturers make these with 1050ti, 1060 and even 1070.

Palit's KALMX cards are fully passively cooled. They don't need any fans. 

It is a 75W TDP chip, how much cooling do you think it needs?

I'm saying this because of the small case he's thinking of using. Larger cases have enough air flow, but I doubt on this one.
