Rocket League boot loop

I'm trying to run Rocket League but it's just says it loading then it closes then opens and repeats that over and over again

In Steam Right Click Rocket League & Click Properties at the Bottom

Then Go Local Files at the Top then click on Verify Integrity of game Files

if Nothing appears to Be Wrong Still do a Reinstall and if there is Reinstall

I googled it and it was suggested to restart my PC

It's the first time so far

I did and steam isn't even booting

Hmmmmmm Strange Could be your PC Loading a lot of Stuff and So is Running Slow

At this Point you Might Want to ask Someone else cause if it don't launch I'm afraid I'm Clueless

Well the hard drive have had it's fair share of its moving around so it maybe dying
