But i'd go GPU first.

He's got an i3-7100 and a GTX 960.  I definitely think CPU is the way to go.

Get the 580 8GB, but be careful, because 580s are overpriced right now, if you can find a 1060 6GB for less, get it :P

Just gaming kids, some photo editing on the side but even HD graphics can do that

The RX 580 and GTX 960 aren't as different as a dual core vs quad core IMO.

Why not get a 1070? You can find 1070s for the same price as a 7700...

It is worth it, the 580 isn't enough for 1080p 60FPS in newer games :/
