This is a rough draft of a Ryzen 7 build I'm working on.  I already have the SSD, HDD, and PSU, so it's just a matter of the parts.

I know it's not "budget-friendly", but I went with the Taichi motherboard since I've had such awesome luck with my Z270 board on my 7700K rig.

Get a decent cooler (I see you have an H100i in your sig) and overclock that to say 3.8ghz+ and it's golden

Bit of an AMD fan I suppose. I don't bias my replies to anything however, I just prefer AMD and their products. Buy whatever the H*CK you want.

I've seen reviews from Tech Deals that with the stock cooler, you can get it to 3.7 fixed on all 8 cores, so I'll try that first.
