Artifacting on 1080Ti - Desktop and browser , not in games.

I'm having problems with artifacts on Windows 10 Desktop. Pics attached. 

Graphic Card: NVIDIA GTX 1080 Ti EVGA FE

1. No OC- Default Settings with 100% Fan speed.

2. No artifacts in games.

3. Artifacting only on Windows Desktop. 

4. Artifacts can be seen on PrntScrn game screenshots but not actually there.

5. I also have a 1050Ti in the same system at stock, no problems when connected to that.

Is this a problem with Windows or my graphic card?

I would say it is the 1080s fault. perhaps faulty ram. That usually shows this kind of behaviors.

Main System:

Anghammarad : Asrock Taichi x570, AMD Ryzen 7 5800X @4900 MHz. 32 GB DDR4 3600, some NVME SSDs, Gainward Phoenix RTX 3070TI
