1. Budget & Location

While theres no specific budget I would like to spend less than 500 USD on this build.

I am located in Southern Texas

2. Aim

While the System would be mostly for programming and other work I would like to be able to surf the web as well

3. Monitors

I don't really care could be a tv for all I care.

4. Peripherals

I need a keyboard and mouse but already have a monitor(tv).

 

While not super important Id also like for it to be light and/or small in case of transportation needs(looks don't matter).

I don't know if I supplied all the information needed but I appreciate any help I get, thanks in advance.

laptop or desktop, since you want it to be light/small

I wasn't aware that one could make a customized laptop. But I assume desktop is cheaper so Id go with that.
