I have some saving cash saved and was wondering what would you guys do? Go with 2x 1070 and save some cash for other components or 1 1080ti. My budget it around $1,200

My current system is i7-7700k with a 1070

Also I am going to get in to some video/photo editing.

1080 ti, always go with a single gpu over sli/crossfire because single gpu will always be supported while sli/crossfire depends on developer support

If you didn't have that 1070, it's better to buy the 1080ti.

 

But you already have a 1070, so buying a second is the better option.

depends on the game. in some, 1070x2 will crush the 1080ti, in others, the 1080ti will crush the 1070x2. id sell the 1070 and get a 1080ti just for the ti branding, but it depends on the games you play, how much you care about looks (i much prefer the look of 2 cards), ect.
