So my internet is 100/40, I have only been getting around 15 up from day one.. I contacted the ISP, they came out and the tech got 100/40 connected directly to the modem, the other PC in the house gets it as well. He then connected his laptop to the end of my cable that would plug into my PC and still got the proper upload. But no matter what I do I can't get above 15 upload. I made sure my bios is up to date and other things with the Live Update program on windows. I really don't know what is happening.

 

I have a MSI X370 GAMING PRO CARBON ATX AM4 motherboard.. I figured I would ask here and see if anyone has any idea before I go ahead and try a NIC card to see if I get the proper upload.
