Current specs - 

CPU - i5 4460 (I am a scrub and use stock cooler because I am scared to replace it)

RAM - Hyperx 8gb 

Motherboard - ASRock - Z97 Anniversary

GPU - KFA2 gtx 970

Storage - A 1tb HDD (No idea what one) and a Samsung 120gb 850evo

PSU - 600watt

 

I am looking to upgrade and I was looking for advice on what I should upgrade. I was thinking a new CPU and motherboard and one more stick of RAM. It is used for games like Rainbow six siege and nothing else really. What do you recommend I should get for around £400?

4790K, 16GB RAM, bigger SSD.

 

New motherboard not really worth it.

 

Also what PSU is that?

AMD Ryzen is really good though. If your going to upgrade platforms, go to AMD Ryzen

Right now the paths I would recommend for you:

i7 4790K

Ryzen 5 1600.

 

If you are going to buy the i7, get it used. Also H212EVO is horrible.

Get a 4790k, you already have an overclocking ready mobo and you won't get any improvements in performance when buying a new intel platform (You said you didn't want amd) with that budget. That way you can spend the rest on more ram and a good cooler.

Surprised why nobody recommended a better GPU .. 970 is kinda outdated .. Since you mentioned Rainbow Six .. I would recommend increasing RAM to 16gb and replacing graphics with GTX 1060 .. 

CPU should be fine unless you do something that needs more cores / hyperthreading like video editing
