There's no official port as of yet I believe but there are unofficial ports for windows machines. This article provides more information.

Technically you can write any programming language on any type of computer, but I think you are asking about if you are able to compile and test the code and I think the answer to that is no.

Codeplex allows you to compile in a windows environment.

 

I doubt anything will beat just doing it on a Macintosh machine though.
