You don't need key for making an ISO

However you need key to download ISO from Microsoft website

 

Since OEM key usually comes with DVD recovery (not OS Installation disk) I suggest you find that first

But then again, if it's gone, or damaged get the ISO elsewhere.

Ok, how would I make a ISO without Microsoft as I can find nothing for windows 7 (as I do not have the recovery disk)

To make ISO you need original DVD. You can download .ISOs, either from MS with key or from 3rd party mirrors without key. All are legit and require key to activate.

There are various tech sites hosting Windows 7 ISOs. I have links to downloads of some in this blog post:

The torrents in that blog post come from here: http://mirror.corenoc.de/digitalrivercontent.net/

 

Those torrents are backups of the Windows 7 ISOs that used to be hosted by Digital River, so they're official.
