Settings across 2 rigs

Another gamer newbie question, if I apply settings say Ghost recon on 1 of my rigs then open it up on the other do the settings stay the same, the reason I'm asking is I'm going to bench mark both rigs for comparison what I obviously want is to have the settings identical I only messed with it for a few minutes last night before bed and It seemed that the settings did not stay the same is that possible I am logging in with only 1 account.

benchmark them at different times so then you will need fraps and MSI afterburner

Not entirely sure, but I don't think they do.

Games tend to auto adjust settings based on the system they're running on

Settings are probably saved locally on the machine itself, so you have to manually change the settings on the second machine to match the first one, or (don't know if this would work as I don't have the game) find the file which has the settings and copy it on the second system.

Thanks folks yeah the reason I ask is of course both my rigs are next to each other so I logged in on 1 and then tried to log into the other and it knocks the first one off line so I was thinking the settings were in the cloud or something along those lines, oh and Recon has its own benchmark tool so I wanted to see the difference between my 1600x and my 1800x

Games store config files in user files. Single file might have all settings or just controls in one and graphics on another. Most of the time they are under <User>\Documents\<Game> or in Steams files. Dig around a bit. I backup those files to keep control settings.
