Netis Networking Switch Causes Networking Slowdowns

I recently had a networking splitter fail catastrophically on me, and I needed a new way to connect my PC and Xbox One to the network while only using one cable. I'd been eyeing up the Netis ST3108S 8 port 10/100M Switch for a while, and decided it was time to finally order one from Amazon. It arrived, and I hooked it into my setup and eagerly ran a speed test. Only about 5 Mbps came through. Thinking maybe Frontier was having a temper tantrum, I unplugged the switch and plugged in the cable ran through the walls to my router. 15-20Mbps. Confused, I hit up websites claiming to have a solution, none worked. I tried disabling NetBIOS entirely in my adapter properties, which failed. I tried setting my adapter to full duplex 100Mbps, and then Half Duplex 100Mbps. Both showed no improvement. I changed a bunch of IPv4 options in the configuration of my adapter, which still didn't work. I've been at this for two hours now, and desperately I even tried an old dell Optiplex 380 running linux to see if Windows was causing the bottleneck, with the same disappointing and frustrating result. During all of the tests I only had my PC plugged in to the switch. I tried certified Cat 5 and Cat 5e cables with no difference whatsoever. I tried a myriad of different cables with no improvement. At this point I have absolutely no idea what I'm doing... I have a feeling that the switch isn't the bottleneck but to be honest I'm a PC Hardware guy NOT a networking Guru. The network adapter my computer uses is a Killer e2200 Gigabit ethernet controller. Before I lose all sanity... Please... HELP.
