Hm, well ASUS isn't known for having the best software but it usually works slightly better than that.  I don't have any ideas how to fix it though ¯\_(ツ)_/¯

hm... sounds like there are more problems at the root of this, and both steam and the mouse software might be symptoms of that, rather than being their own issues.

 

I assume you've tried rebooting but if not, start there.

How is it now?

-Frequencies DON'T represent everything and in many cases that is true (referring to Individual CPU Clocks).
