i would get a 580 4gb, and get 8gb instead of 16 so you can have extra money for an SSD.

You don't have a CPU....

 

It's difficult to say if a cooler is good or not w/o a CPU for reference.

 

Also, some CPU's come with a stock cooler (i.e. Ryzen 1600) so theres sometimes no need to buy one seperately.
