Some laptops stop using the GPU when not hooked up to a PSU, From what I can see on the picture you're not using the power cable right?

Try plugging it in (and restart if you have to) and try again.

Is the GPU driver installed?

Try clean install Windows

Not to mention that I saw many bloatwares too
