laptop won't work

I have a Dell inspiron 15 5000 laptop. It boots into windows just fine but I cant open any apps or do anything at all except for moving my cursor. This problem just started today randomly.

yeah but there is no way to reach settings.

 

Edit: I found a way to restart and its still restarting but I don't know if it will work

Try booting from a live disk,scan for any viruses.
