Your monitor only supports HDMI 1.4, not HDMI 2.0. You need a DisplayPort to Dual-Link DVI active adapter, there are some linked near the bottom of the link I posted

Check advanced display settings I  windows. Sometimes it will assign a max refresh to the display lower than its max. I have to do it with mine every couple months.

I am just gonna go guess the problem is either the adaptor or cable used. Either it's a DP to DVI adapter that only supports 60Hz at FHD or you're using a DVI single link cable

That product doesn't claim to be able to reach 144hz. It only claims to be capable of 1080p, no refresh rate listed anywhere. It also doesn't list which version of displayport it is. I would recommend buying something that actually tells you what it can and cannot do... HDMI 2.0 as others have mentioned would be better.

Passive DisplayPort to DVI adapters only support Single-Link DVI, even if they have a connector that appears to be Dual-Link, it is fake, still only a Single-Link DVI adapter.
