Can a Motherboard bottleneck a CPU?

Nope. If the chip fits, the CPU will work. 

 

CPU bottle necking is when a CPU holds a GPU back from performing to it's highest capability, and it can vary based on resolution.

no for most of the time

 

Let's say u have an intel b/h chipset with a k cpu then you won't be able to oc that cpu thus not letting it potentially run faster

No. You buy a motherboard based off features you want such as overclockability or m.2 support for example.

worst it could do is effect the level of overclock you can achieve, but those are minimal numbers overall, like it might make the difference of 100-200 Mghz

Since everyone basically uses the same chipsets these days (ie: Intel or AMD, respectively), the answer is "no".  The benchmarks for a given processor will all be nearly identical on every motherboard for which there is support.

Not really, but some mobo's can lack features (eg. raid) and look out for ram frequencies!
