Dying Fan?

Whenever I start my computer in the morning, it makes a sound like an engine sound. I just shut down the computer and restart then the sound is gone is it the fan? or...? It just happens in the everyday morning.

It may be a wire touching the fan

Does it settle when you enter OS? Fans running at full speed on startup is normal.
