I've had this problem for about a month, so my pc has been restarted 100000 times

The easiest way is to install Windows into a SSD, just like mentioned above

If not, try reinstall Windows

Try to disable Windows notifications;

Settings > System > Notifications and Actions

and turn off the following option, and then restart;

How long does it stay at 100%? What model HDD do you have?

Its stays there for about 5-10min. The computer is basically unusable for that time. I use a Asus ROG G750JM gaming laptop, and there is no information on the website about the disks. https://www.asus.com/ROG-Republic-Of-Gamers/ROG-G750JM/specifications/

I believe it has something to do with a few programs that start when windows starts but are not needed. A bit of googling should get you far enough. I fixed it as well through disabling those programs.

if it's only lasting for a few minutes then it's one of the startup program, can be verified by turning them off using this guide (scroll down to Windows 8 & 10 section);

My laptop used to do that. I would have a look through the startup applications in the task manager. Disable anything you don't need because sometimes there are programs running that aren't needed that have a high impact on startup performance. If it is in the budget, look into an SSD. I couldn't be happier with my laptop after installing a 500GB SSD, the boot times are much shorter and overall system performance is much improved
