Guys, I have both DC and PWM coolers in my system, and Im always trying to tune it to be as quiet as possible, always considering temps. My question is, can I tune them to turn off when lower than X system temps? In that case, can both DC and PWM do this. If none can, what is the actual advantage of PWM fans, what does that extra pin do?

PWM fans have more accurate rpm adjustment and can slow down to lower speeds than DC.

Whether either of them can do 0rpm will depend on the fan controller integrated into your motherboard.

What are the minimum speeds for each? Was it 40% for DC and 20% for PWM?

PWM will control the fan speed based on percentage, while DC will control the power to the fan which is not a linear correlation with RPM.

It differs per fan. My PWM fans have 15% low and DC fans are at 30%. Like said, you can do 0rpm if mobo supports it. You might need external software for it (aka Speedfan), but its possible. I wouldn't recommend doing it with DC fans. The jump from 0 to 30% is quite noticable compared what good fans run at slowest speeds.
