Frame dips RX 580?

So I've noticed something weird happening and it just happened in WoW.  My frames are dipping every now and then for like 5-10 seconds.  I play 1440p 144Hz and usually run GTA V 60-80 FPS and WoW 50-144 (depending on what's going on).  What I've noticed is, the frame dips happen the power output of the GPU dives down.  It generally sits at around 140-150W's but when the frames dip it's pushing half that.  Any thoughts?

Specs:

R5-1600 @ 3.8GHz @ 1.356V

Gigabyte AB350M Gaming 3

Corsair H100I v2

2x8GB DDR4 2666MHz CL16

Crucial MX300 525GB SSD

Seasonic M12II 520W 80+ Bronze PSU

Windows 10 Pro 64 Bit.
