Might be a corrupted OS. Unlucky that your PC was in the middle of modifying important OS files while it was unplugged. (essentially, you "bricked" your OS)

just reinstalling windows would be the easiest way to fix it, but you can also run windows' built-in recovery tools to try to fix it. (there's a thing you can put onto a USB stick and boot off of which tries to repair your windows install.)
