They use terminal blocks like these for connecting the GPU blocks together. Just note that the current 10XX series cards are only capable of 2 way SLI for gaming.

thirty ir was able to put titan x and 1080 ti in 4 way sli

Nope, only support 2 way (unless you mean Titan x Maxwell)

Yeah I saw someone make 4 Titan Xs run on GTA V at almost 100% usage between them all.

is it possible to scale it to where only 2 gpus are working

 

or atleast turn off the other 2

Essentially If the cards are not in SLI you can allocate it so they complete a separate task or let them idle, where in SLI they act as a single unit together working on the same task.
