Battlegrounds Low FPS

I have an xfx Rx 480 reference card and I bought battlegrounds yesterday.  The game runs like garbage.  I have an amd a10 7700k CPU running at 4.0ghz but it isn't the bottleneck because it's not running at 100% like it does in games like rainbow six siege it runs around 85%.  To get any reasonable fps I trim down render distance to very low, shadows very low and foliage very low.  Everything else is ultra and I get 39-45 frames.  I can't play like this,  what do I do.

12 gigs ddr3 overclocked to 2133.

it is, take a ryzen system for example, doesn't use 100% and runs butter smooth.

My CPU isn't constantly at 100% therefore it's not a bottleneck...

Ok csgo 100% CPU same in siege and same in black ops 3.. this game isn't using 100% of my CPU hence forth it isn't the bottleneck.

In GTA V mine only sits at 80-90 usage, never hits 100% but i only get 30fps average, rarely hit 40's. Its bottlenecking.

I guess it's just optimization on the CPU isn't good for battlegrounds.  Cause other games it does hit 100%

Its early access for a reason, its going to be poorly optimised. It seems to also be CPU heavy, also an issue here.

Prolly that card. I don't know the frames as my overlay doesn't work but it isn't bad. But I'm also using a 3770k, only sits at 50%. My their drivers a re behind.
