Unplug your hdmi/whatever plug runs from your gpu to your display, then replug them back in. Restart. If it's still like that, shut down, take your gpu out, reseat it, plug the 6/8 pin/s connector back in, restart. If it is still all screwy, check back.

It has an apu processor so the gpu is integrated to it and it is a all in one computer

I never overclocked anything on this computer and i even tried to reset it to factory settings but it still kept doing this

Thanks, I just did it

Hope this finally fixes the problem, but when I finished updating my graphics driver, it said that there might be better updates on the system manufacturer website or on windows update. Does this matter at all?

There should be no difference, if you downloaded the latest drivers.

When it isn't screwing up and giving you old Windows 98 Wallpaper Screens, does it do what you need it to do? If so, then it's shitty enough for me! Neither of my PC's are Quad x7920's with 190 gigs of ecc and a couple Titans either. Speaking of Titans, they should come out with a new Hercules card!
