i have an HP 23-f319 (All in One)

I honestly don't know what the problem is but any opinions and thoughts will be appreciated

Unplug your hdmi/whatever plug runs from your gpu to your display, then replug them back in. Restart. If it's still like that, shut down, take your gpu out, reseat it, plug the 6/8 pin/s connector back in, restart. If it is still all screwy, check back.

Possible video card overclock error, possible video card overheating, possible bad video cable, possible bad monitor.  Need more information plz.

It has an apu processor so the gpu is integrated to it and it is a all in one computer

I never overclocked anything on this computer and i even tried to reset it to factory settings but it still kept doing this

Thanks, I just did it

Hope this finally fixes the problem, but when I finished updating my graphics driver, it said that there might be better updates on the system manufacturer website or on windows update. Does this matter at all?

There should be no difference, if you downloaded the latest drivers.

When it isn't screwing up and giving you old Windows 98 Wallpaper Screens, does it do what you need it to do? If so, then it's shitty enough for me! note cpu says graphics base memory is 844mhz while your ram is 798mhz.

gpu side of cpu is actually outrunning the ram... out of memory but its more memory buffer issue bbuffer is filled and still poors water in

I can hear the system fan still running but mouse or keyboards does nothing

haha ram code screwed up.

they not using multiplyer for sn mhz 

ddr double runs at ram hz/2

ddr sn runs at ram full hz

so add line code

if ram is sn then use (2(current ram speed code))=snr rate
