Heck, my computer with one of these and a Pentium 4 had a 340 watt power supply. I have no idea how you can think that a case is going to supply sufficient cooling. He'll probably end up with something along the lines of a 1050 passive cooled, or if he really needs a tiny GPU drop to something like a 730 or 750ti (eesh).

lol a 500 watt PSU is must he or she is new i think so ppl are used get overkill PSUs and he or she got an overdead PSU

as note since everyone is guessing all over the place it is she.

2 not so new but it has been a while

the case I want to build in is the stream com DB4

The max psu they sell for this case is a 240watt so I was leaving 20watts of over head

it is mini itx compatible and features a pci-e 16x riser to mount the card behind the motherboard

as far as the cpu I was considering the low wattage intel Intel Core i5-4570T

I would like to have moderate gaming performance and was considering a 512gb m2 drive

I located that now and would go with it I know it is 6th gen but I have yet to find a decent 7th gen process that will compete

I would go i7 7700t then which is another 35watt variant however it is not on pc part pick either

My main concern with this build was to power a 35 watt cpu, mid range mini-itx cpu and gpu that could run games in the line of metro last light in 1080p at about 45fps while not melting anything. within the 240 watt maximum

but why the hassle to get this case if you want to game? If you want to use a gpu in this case you have to create airflow which will completely destroy the reason it is built this way, which is to have no airflow and therefore no noise.

no this is not ok - you cannot use a passive cooled gpu in a case without airflow.
