Inconsistent GPU Usage

While gaming, my frames are all over the place, and the gpu usage is very inconsistent.  Any idea on how to fix this?

 

My system is:

Windows 10 Home 64bit

AMD Athlon II X4 645 Processor 3.10 GHz

MSI RX 470 4gb OC Edition

6gb ram

1tb HDD

Rosewill 400W PSU

1 1080p monitor

That looks like a pretty nice CPU bottleneck. Try to monitor CPU usage and see if it reaches 100%. Otherwise you need to rise the GPU's power limit.

how big's your budget?

range goes from Ryzen5 1400 to 1700 or intel i5s and i7s

But you'll need for both of the options new ram, so your budget is the limiting factor.

If you want to go used and reuse your ram, I suggest getting a haswell i5.

Bare minimum is the i5 4440, an h81 or h97 board will do fine
