Ryzen 7 1700 Stock fan not working properly

In that case, it seems like you have a faulty fan. You should contact AMD for a replacement if you haven't already.

I sure will do that, and the motherboard is fine right? because I tested it with just 3 PIN fans.

If your case fans work fine in the motherboard headers, the issue is probably with your stock cpu fan and not the motherboard.

I would get aftermarket cooler anyway ... it will take some time before AMD provides you new fan or cooler, but if you want to do any decent overclocking it's best to buy aftermarket CPU cooler.

I have contacted AMD, they said stock cooler does not comes with warranty :/

Did you explain that you the cooler came with the cpu? It should be covered by their warranty. http://support.amd.com/en-us/search/faq/143
