Yes, don't buy the 4790 new

see if you can find an i7 5775c on eBay or the 4790k on eBay. The 5775c has the Same ipc as skylake.

 

try for a 144hz

You can find some used Xeons to replace the i7
Add a SSD
Get RX480/580 or GTX 1060 6GB, not 3GB
Why don't get EVGA G2 when it's only a few bucks more than the GS but having much better electrical performance
Get cheap Windows from Kinguin
