$30 for 5 fps increase?

They say RX 580 will be cheaper and faster for the same price as RX 480. It is, but in my country its more 30$ expensive. The ordinary RX 580 card (running 1300mhz) is completely unavailable, and I am basically stuck with Sapphire, XFX and Gigabyte brands (1400+ MHz), the problem is, it cost 30$ more and it consumes more power.

This is my first time building a rig. I don't know if paying 30$ more worth it for ~5-10 fps increase?

Not worth it. If the RX 580 is noticeably expensive, get the RX 480.
