i disable the integrated gpu and now i get 60+ fps on ultra so... thank you

Where did you plug your monitor cable? In GPU slots or directly on motherboard?

Download HWmonitor and check your GPU usage.

 

Also you didn't say what resolution ... R9 280 isn't that great GPU anymore, and if you did put it on 4K max settings ... yeah 15fps is what you get.

Also try to lower down some settings in game and see when you can get stable 60fps.

 

It could be a game bug also.
